Designing Toll Solution in Government/Private Sector

I was involved in experimental project for the government to test out new technology toll collection for highway road, from using card into touch-less. Cars would have device installed so the payment can be done automatically when the car passed the toll gate.

The hardware is already manufactured but we want to build our own platform so we have the full access for the operational and business ownership reasons.

Learning how the business works

Our company was responsible for the system integration and technology provider, but the business itself is owned and operated by other entity. So we need to know who the stakeholders are.

We would go to the toll gate office to observe the daily operation, learn about what data that is important to be collected, what kind of report, how the reporting line is, how they do shift management, etc.

Also we need to prepare about the change management, since the project will definitely affect on existing operation.

Learning the technology

I also had the opportunity to attend the training and workshop in Thailand to learn more about the hardware that is going to support the system. This way, we can plan better about what features that are feasible so that we can define the most optimal business process to benefit user experience and business owner.

Mapping the stakeholders

After initial requirements gathered, I managed to map the stakeholders. This project involved lots of smaller entities, so this map can be very beneficial to communicate the business process easier and faster. Also it would be very important to define what the responsibility is on each role.

Designing system architecture for scope

With the help of engineering team, I also managed to define the system architecture. This process is needed to breakdown all the system requirement so we can plan which area that needs to be developed first and so we could create a roadmap for the product development.

Developing MVP

Since our company acted as the integrator, our main focus and responsibility is to develop these 2 features:

  1. Customer Relationship Management

    By switching the technology from using card to touch-less, user need to install device within the car, and the system would require new user journey for registration. With this new business process, toll road service provider can track their customer’s device inventory and transaction data.


  2. Back Office Dashboard

    Toll road service provider will have access to the dashboard. They can see the summary of transaction happened on their toll road in near real-time. They can also see the list of all inventories there are on market.

During my involvement with the project, we manage to achieve these milestones, which me and the teams were quite proud of.
